Overview of position:
- Since 2017, Cabo Delgado, one of the poorest provinces in Mozambique, has been facing an escalating conflict, compounded by a fragile situation of chronic underdevelopment, consecutive climatic shocks & recurrent disease outbreaks. Violent attacks by Non State Armed Groups (NSAGs) have escalated since 2020, heightening protection risks, especially for youth, women & children. NSAG activities & counter offensive operations have forced mass displacement in the province & brought destruction & fear.
- The government (govt.) of Mozambique has responded with military action & with the support of foreign troops, reclaimed a number of areas which had been occupied by NSAGs. Under these auspices, our client has initiated a stabilization program in July 2021 to assist the govt. of Mozambique in its efforts to reestablish the authority & presence of the state in the reclaimed areas, paving the way for a subsequent safe & voluntary return of the currently displaced populations. Activities under stabilization program aim to rehabilitate public, security & social infrastructures damaged by conflict, boost socio economic recovery, build resilience & social cohesion.
- Securing & increasing law enforcement presence in the districts regained by the govt. remains fundamental to ensure the safety of returning communities & to reestablish the rule of law. Where NSAG's have attacked, police infrastructures & equipment have been looted, damaged, destroyed & as the police has directly engaged in hostilities, the loss of operational capacity & the human cost of the conflict have hindered the capacity of the police to maintain a presence & protect the population in conflict affected areas.
- As these infrastructures are progressively rehabilitated, it is paramount that the situation of mutual trust between returning communities & policing actors is improved & that security actors acquire the needed awareness & capacity to better engage with highly vulnerable people, particularly unemployed & marginalized youth, women & IDPs in a post conflict environment.
- At present, our cleint seeks to recruit a Community Security Dialogue Consultant to support the govt. of Mozambique in building a renewed social contract with the communities affected by the conflict, based on trust & community engagement to support sustainable peace. Activities to be undertaken include stakeholder mapping at provincial, district & community levels, the systematic collection & analysis of data, design & implementation of strategies for participatory community dialogue on issues related to perceptions of security, support for the organization of capacity building activities on community policing for local security forces, support the development of early warning systems at community level.
- The Community Security Dialogue Consultant will work in partnership with other consultants based in Pemba & under the supervision of the Community Security Officer (based in Pemba). Taking into consideration the nature of the role & our clients stabilization workplan for Cabo Delgado, the Community Security Dialogue Consultant role will include travel to selected communities in Cabo Delgado.
Role objectives:
- The overall objective is to support our clients stabilization project in Cabo Delgado in elaborating & imlementing community security plans for targeted communities in Cabo Delgado.
- Map community security stakeholders at provincial, district & community levels.
- Assist the Community Security Officer in the conduction of risk assessments for community security interventions in each targeted district.
- Design & implement strategies for participatory community security dialogues in each target district.
- Collect & analyse data from community security dialogues.
- Production of reports on community security needs & recommendations for each district.
- Assist Community Security Officer in the elaboration of community security plans for each target district.
- Engage with policing actors on community policing.
- Assist Community Security Officer in the establishment of trusted relationships between returning communities & policing actors.
- Build the capacity of local authorities to develop efficient community policing through community dialogue.
- Raise awareness at community level of community security plans.
- Assist the development of community early warning systems.
- Monitor the implementation of community security plans at municipal / community level.
- Any other relevant activity for the development & implementation of community security plans.
Expected output:
- Community security stakeholder map (Excel spreadsheet) divided by provincial, district & municipal / community levels.
- Reports (in English) on community security needs & recommendations for each targeted district.
- Bimonthly monitoring reports on the implementation of community security plans based on perceptions of local communities.
- Support for the organisation of trainings on community policing for local security forces.
- Support for the establishment of early warning mechanisms at community level.
- Application of Age, Gender, and Diversity (AGD) perspective in all activities throughout the assignment.
Project reporting:
- This role will work under the supervision of the Community Security Officer & submit biweekly progress report & will be required to be made available to report to senior management & other personnel as requested.
Key competencies:
- Bachelor's degree in a relevant discipline is reqiured,
- 1 year experience in a role that has involved community dialogue.
- Experience in community dialogue, ideally in an armed conflict or post conflict context.
- Experience in primary data collection.
- Experience in analysis of qualitative data.
- Proactivity, autonomy & ability to effectively communicate within a diverse team.
- Good interpersonal & networking skills.
- Computer skills (i.e. Word, Excel, PowerPoint).
- Experience working with international organisations, within our outside of Mozambique.
- Experience in project design & / or implementation in community security.
- Extensive knowledge of Cabo Delgado.
- Fluency in English, Portuguese & in at least one of the following languages Makuhwa, Makonde, Mwani, Kimuani, Makue, Swahili.
- Strong communication & analytical skills.
- Understanding of conflict sensitivity & do no harm interventions.
- Autonomy & proactivity.
- Very good skills in written communication.
- High level of organization & ability to prioritise actions under time constraints.
- Excellent team worker, ability to constructively communicate with co workers.
